This makes a total of 16 side missions in the entire game. There are 3 side missions in Mining Town, 3 in Village, 10 in Dam. As a result of this poor game design the icons are very hard to see. The exclamation point is colored white and the operatives are often in buildings, which are also white on the map. Operatives are marked on the map via an exclamation point but are very hard to see. However, different quest lines will require you to find another Resistance Operative and accept the quest from them. All the follow-up quests will be send to the laptop in your safe house automatically.
The resistance operatives give you the first side mission for that region. After doing enough main missions in a region (Mining Town / Village / Dam), so called “Resistance Operatives” will be unlocked.
